Their common name is "Earthstars" from the latin family Geastraceae. They are small version of the puffball mushroom. The outer layer splits into "rays" that arch back and lift the earthstar up. This makes it easier for the wind to carry away small puffs of spores.

I don't know how common they are.
Holly--are you kidding? Is there anything you don't know? I love the picture...it doesn't look like a gross fungus there. ;)
